In BIND 9.3, it will supposedly no longer be necessary to make a zone 
dynamically-updateable in order to use IXFR on it:

983. [func] The server now supports generating IXFR difference
sequences for non-dynamic zones by comparing zone
versions, when enabled using the new config
option "ixfr-from-differences". [RT #1727]
