No, and in some cases resolvers *must* look at the Additional Section 
(e.g. to find glue A records).

It should be noted however that Additional Section data is at a low 
credibility, so if you have the same RRsets from another source (e.g. as 
authoritative data, or directly in answers from an authoritative 
server), this other data will tend to override what is seen in the 
Additional Section.
