Curious.

IIRC, some physical instances of the ISC-managed "F server" are in fact
in Europe.  It would be hard for any USA network outage to block this.

Further, as mentioned in another thread on this mailing list, it would
be unfeasible for any political entity, well-intentioned or not, to
manipulate DNS without enough people in the community noticing and
calling them on it that they would have to stop.
