BIND 9.2---- suggestions for ISP DNS

Hi All,
 
I am running BIND 9.2 for an ISP. Need some suggestions from you,
 
1. How can I configure my DNS server will surve/listen only local network users( ISP's clients+ local users) requests. As I don't want to open my DNS server for ALL. What will I use, all-recursion or allow-query in named.conf file?
2. Should I update my BIND 9.2.0 to BIND 9.2.3?
