I am also doing this without new zones in BIND 9 by
subverting the persistent cache.

I have a read-only "cache file" of 75,000 blackhole advertisement
and xxx-smut sites that will all resolve to 127.x.y.z

The system works similarly to those people using DnsKong,
big "hosts"files, or proxy filter but is very efficient and centrally
managed on our Forwarder.
