Sounds like it might "unreasonably busy" to me.

My average RTT to www.demon.co.uk on a Demon ISDN line is 155 ms, and
I'm only a tad closer to London at the speed of light.

On the basis that 90% of everything is unimportant, have you tried
checking the traffic to see what is eating the bandwidth? Is it
prioritised in any way?
