Depends. Do your slaves have multiple masters specified? If so, then
when the primary master is down, at least all of the slaves will
eventually get refreshed to the latest-available version of the zone
(assuming you haven't unwittingly "partitioned" your slave communities
apart). NOTIFY will help speed up that convergence, just as it does in
the normal case.
There's no point in sending a NOTIFY to a slave that doesn't list you as
a master, though...
