Amateur DNS wannabe needs answers

stated more precisely:  forward/reverse delegation for a zone is done in 
the NS authoritative for the zone's parent zone.

That is, no amount configuring a DNS as authoritative for the child zone 
will  make delegation happen.  Delegation and authority are two different 
aspects.
