lots of non authoritative for EDU's

For some obscure reason I notice I'm getting lots of 'non-authoritative'
records for 'edu' nameservers.   Any ideas on why?  Some time ago
(before Sept 11), I used to be able to point at root servers in the
gov and edu domains and just be a slave to them -- snarfing down
entire hierarchies at the time.  Well that stopped but it never
has been quite right since.  With EDU, I'm seeing:
