forward zone

	Forward zone only affect where a query is forwarded to.
	It does NOT determine the decision forward the query.

	As you serve the parent domain and (I presume) have not
	delegated the "child" zone.  The parent zone knows the
	"child" zone doesn't exist so you don't forward.
