Dynamic ports in BIND 9.1.3?

Hi!

According to for instance "DNS and BIND", BIND 8 and 9 name servers should use dynamic ports by default (and not port 53)when contacting other name servers. I am a bit confused here since I am running a BIND 9.1.3 name server and it seems to always use port 53 when contacting other name servers. Have I got something wrong here?
