Your question is confusing.
If you have no access to the server, how will you restart the name server?
your options are:
if the system is up and name service is running, use named-xfer to get
the zone data.
If the system is up, but the name service is not running, use scp to get
the files.
if the system is not up, you need to get the files from backup if any.
if the system is not up, where are the answers that are currently being
provided for these zones? Get the information from that server. or
better yet, get it from the master server.
