This is a mailing list for the ISC DNS server (BIND), not Windows. 
However, in answer to your question, in general there is no problem 
running multiple DNS servers on a subnet, and this is quite common. 
Whether there are any issues with running multiple MS servers in any 
situation, I don't know.
