My first guess would be "rndc.conf" is not inside the jail. Which
matters as you wouldn't be able to follow the recommendations on how to
shut the server down, and probably can't use the rndc command to control
it (switch on debugging, dump copy of database when trouble encountered,
that sort of thing).
