DNS as we know it by RFC documents uses "the official 13 root-servers".
So does IDN. 

Anything that uses "private root servers" and/or "idn-enhanced"
nameservers" is non-conformant and may be named anything from 
"cluless to snakeoil depending on your mood.

It does not really matter what they call it since it's not DNS.
