reverse DNS question

Can't tell for sure if this if your problem based on what you provided but
since the isp's use cnames for delegation (if smaller then a class c) the
zones in your named.conf need to exactly match what PacBell used (and told
you). Your zone file need to reflect this as well, which I don't think it
does. This is what got me in the past since different isp's use different
formats. Here's some of the different variations I've had to use.
zone "160-191.62.xxx.xxx.in-addr.arpa"
zone "64/27.6.xxx.xxx.in-addr.arpa"
zone "82.170.xxx.in-addr.arpa"
