Your favorite editor would do a good job.

Especially if you use several ip-ranges and want an ordered collection
of zonefiles.


Beyond that you could store DNS data in a database, update database
with tools ( oracleforms or whatever suits you) and generate
zonefiles when needed. Not shure it's worth the time and efforts though ..
