	There is no such thing as horizontal delegation.

	Your ISP should have informed ARIN of the new nameservers
	for 129.159.66.in-addr.arpa.  ARIN, as are all the other
	RIR's, is setup to handle this.  Complain to your ISP or
	goto a ISP with clue.
