Sorry, I didn't look closely enough at the address ranges. a.b.0.0-a.b.191.255 can be expressed
as a.b/17 plus a.b.128/18. a.b.192.0-a.b.255.255 can be expressed as a.b.192/18.
x.y.0.0-x.y.127.255 can be expressed as x.y/17.
