2 dns servers that wont recurse.

This seems extremely unlikely, because named doesn't look in
/etc/resolv.conf.  named uses the root hints file or the "forwarders"
option to do recursive lookups.

I suggest you turn on tracing and see what's really happening when the
recursive lookups fail.
