Slave reload not seeing new zones

It re-reads the config. The other day I set a 8.3.1 server which runs as
a non-root user (like all my BIND installs) to start using port 53 for 
it's query source port (temporarily). I did a 'ndc reload' and immediately
saw the errors from a non-root user trying to bind to port 53. This is 
proof that at least on UNIX, it re-reads the config file.
