restarting bind

we were talking about a reload, not a fresh start, no?  in order to
reload only zones that have changed, bind must compare them to the
version currently loaded, yes?

bind9 still will respond to SIGHUP and SIGTERM though.

using rndc with bind 9 is not suggested?
