This is a common issue with running bind under FreeBSD. You need to mix up 
the entropy pool with some IRQs. man rndcontrol. You may also want to add 
the rand_irqs="3 5 9 10 11" line to your rc.conf. (Pick the IRQs you want 
to use.)
