Network Number & Subnet range?

Neither of your questions have anything to do with configuring BIND,
they're just general questions about subnetting.

Your network prefix is 65.119.31.32.

The usable addresses are 65.119.31.33 - 65.119.31.62.  .32 is the subnet
address, and .63 is the broadcast address.
