RNDC with BIND 9.2.1 under Win2K

named is not listening on the requested command channel. You need to
add the inet option in the controls paragraph of your named.conf file.
when you run rndc-confgen to generate the rndc.conf file, it also tells you
what to add to the named.conf file. You can also see the ARM for details.
