Bind initially contacts whatever if found in it's hint-file. This
is needed to find every other nameserver. 

You will have to accept that when bind starts it does this. 

To prevent bind to continuously contact other nameserver you
may use the 'dialup' option statement ( bind-9 seems to have 
the most controls over this ) 

See bind-9 manual section 6.2.14.1. Boolean Options , also 
seek in google for "dialup" and "bind" as i remember there was
a discussion about this some months ago.
