Did'nt you ask this before ?  

The most likley answer is :
you are running bind-8 in a chrooted directory where the permissions
do not allow you to execute named-xfer. Note that named might be 
run as non-root ( your startup method will tell you that) .

As the printout suggests you are using "default" location of named-xfer,
this can be changed with option "named-xfer path_name;" to a location
relative your chroot tree.
