Linux is a kernel ;)

GNU/Linux seems to have recently acquired a nscd, certainly SuSe
7.2 includes one in the glibc rpm, I haven't had to delve into
it's innards yet, so not sure how much it tries to cache, or
what it doesn't do ;)
