Interesting.  Explicit zone statements override forwarders when they
are of type master and slave.  Why not here?  [I will accept an answer
of "because they don't", but remain curious and would appreciate a
reason for such a decision.]

No, wait.  I commented out the "forward only" and the forwarders{} in
the options{} statement, and it STILL didn't bring in the expected
answer from the stub'd name server.  It just timed out and returned no
answer.
