bad answers from BIND9 ?

All BIND 8 and VGRS1 root servers except C, return answer
records for "pl".

F and H run BIND 9 and don't put data in the answer section.

Now why is C the odd one out? It claims to be 8.3.3-REL.

The more you look at the root name servers, the more it bcomes
apparent how different the answers they give for the same
queries are.
