NSI Not allowing Host registrations for nameservers in sub-zones?

We had a problem with NSI that we finally got fixed.  We own a domain

     anlgh.org

and we wanted the nameservers to be the same as the

     anl.gov

nameservers.  The automatic process/forms on the NSI web site did not
allow any namservers in .gov.  I personally was not involved in 
resolving this, but I believe it took one or more phone calls to NSI
to get the problem resolved.
