on 24.141.149.99
port 53/tcp -> open
port 53/upd -> closed

To check if named opened up port 53/upd on your system:
netstat -nap |grep 53 |grep udp |grep named

It should look something like this:

udp        0      0 24.141.149.99:53        0.0.0.0:*
21730/named
udp        0      0 127.0.0.1:53            0.0.0.0:*
21730/named
