TTLs' and notifies

	The algorithm is:

	If there is a SOA record in the notify message and the serial
	is greater than we currently have and it is from our master
	then trigger a refresh query.

	If there is no SOA record and it is from out master then trigger
	a refresh query.

	This is modified by dialup and whether we are in the process of
	transfering a zone.  The latter will trigger a refrest query once
	the zone transfer completes.
