Actual the .US domains are still being managed hierarchically
(to the best of my knowledge, RFC1480 has not been killed as yet.).
And all the currently held domains (pre US-DOC involvement spelled
"outsourcing") are suppose to be grandfathered.
Also, some of the .State.xx.US. are converting to xx.Gov. because
some people do not like to type on a key board. (must not know about
bookmarking or saving addresses in a folder) ;=)
(Kevin, if you ever though there were battles here, you should have
seen the s___ flying over those changes)...
