How to refresh bind-9.13 daemon

use rndc.  rndc reload is basically equivelant to a SIGHUP.  read the
rndc man page for more info on rndc's various options.

last time i checked sending bind 9 a SIGHUP did still work, although i
know you're not really supposed to do it.
