Just like it says, that server isn't authoritative for the zone.  Check the
log on the master server to see why it's not loading the zone.

But obviously it isn't.  BTW, the delegation doesn't mention that server:

205.136.210.in-addr.arpa.  1D IN NS  ns2.sphere.ad.jp.
205.136.210.in-addr.arpa.  1D IN NS  ns1.sphere.ad.jp.
ns1.sphere.ad.jp.	1D IN A		202.239.113.18
ns2.sphere.ad.jp.	1D IN A		202.239.113.26
