you need to use rndc instead. to do this you will need to create a
rndc.conf file and add some stuff to your named.conf file. there is
documentation on how to do this in the man pages and ARM.
if you have a late enough version of bind9 you can use 'rndc-confgen'
which will save you a bunch of effort.
once you've set that up, you will be able to do what you're asking.
