rndc reload domain.tld, perhaps?

Why would that require you to be root? It doesn't for me and hasn't in
any version of BIND 9 I've tried (9.1.0, 9.1.1, 9.1.2, 9.1.3, 9.2.0b2,
9.2.0rc1, 9.2.0rc2, 9.2.0rc3, or 9.2.0rc4 - I've yet to try 9.2.0rc5),
provided that the rndc.conf you point it to is readable by the user
rndc is running as.
