Your assumption is correct. All name servers will be tried, and the
one that responds the fastest (provided, of course, that it is
authorative and otherwise doesn't reply with bogus data) will be used.

Every now and then all servers will be retried to check whether one of
them is getting better. Any server which starts responding slowly or
otherwise with data that it shouldn't give back will be penalized.
