Question on registering a NS for a .info domain I just registered

Line 1b is the hostname for the nameserver. I suspect you're getting
confused between *host* NIC handles and *contact* NIC handles. You may
have a *contact* NIC handle, but until the host record is created, your
nameserver has no *host* NIC handle. You'd only have the option of
putting a NIC handle in line 1a if you were changing or deleting an
existing host record; when you're adding a new host record, you
*must* fill in both lines 1b and 1c. This is necessary information for
the creation of a host record.
