hint zone loaded 8 thousand times a day?

I also see it on our server:

PID 16833 is a hidden slave server for thousands of zones, PID 550 is a
hidden master server for thousands of zones.

It looks like 550 only logs that message when we update our zone files and
reload it.  But 16833 is logging it almost continuously.  They both use the
same hint zone file, and it's the one we downloaded from
ftp.rs.internic.net in 1997.
