This isn't 9.14.1.30 as I read it, but there seems to some
confusion as to whether this is a network with private root
servers, or whether these are servers to forward to.

If you are forwarding to these servers - forward-only.

If they are internal roots (and I'm sure IBM would have more
than 1!) then you can lose the forwarding and BIND will pick up
an appropriate server.

If this is the IBM we know and love there will be internal
documentation for this I'm sure. Probably several volumes, with
some pages deliberately left blank.... We can second guess, but
it would be more productive to speak to the powers that be.

He said it is a cache so "hint" may be appropriate, "master" it
certainly isn't.
