Is it your intent is to create glue records (are delegating angara), or
listing authoritative name servers? In either case you're example is
incorrect. Remember that the domain name (or $ORIGIN at that point, if you
have one) will be appended to both resource records (left hand side) and the
rdata (right hand side), to create the fqdn, because you don't provide a
fqdn (full name and a trailing period).

As you have it now, (given the domain name is foo.com as an example);

angara.foo.com. is the name server for the delegated domains, ross.foo.com.,
ross2.foo.com., etc..

If that was the intent, then the glue record for it's name servers (A record
and NS record for angara.ross.foo.com.) will reside in the foo.com, zone and
point to ross.foo.com. You don't have angara.ross.foo.com, so it would not
work.

Without knowing what you really want to do, I can only speculate what you're
desired result is.
