The new body would not be there to make money, nor would the regulate TLDs
beyond the idea of not allowing other companies to have overlapping TLDs.
They would not be the end all be all of the domain naming scheme.  They
would just be there to keep all the other companies playing nice with each
other.  They would have no monopoly power because they would have no vested
interest in the TLDs.  The new body would be strictly regulatory, nothing
else.  Hell, they could make its board something like one person from each
TLD company or have it run by the United Nations.

ICANN does have monopolistic power and they are the only show in town.
