Not necessarily. That forces a reload of everything, which can be
painful on a server with huge (numbers of) zones. "ndc reconfig" just
makes a BIND8 server re-read named.conf and process any changes that
have been made. Unfortunately, there's no reconfig command for BIND9's
rndc yet.
