Bind Chroot Problem

Has anyone experienced a << user "named" unknown >> error when trying to
start bind in a chrooted environment, like below

>> bash-2.03# /usr/sbin/chroot /export/home/dns /usr/local/sbin/named -u
named
>> user "named" unknown

I've had this working perfectly on my test system, but can't get it to work
on the system to go live! 

I've made sure the entries in the passwd and shadow files are okay.
