question regarding DNS registration

Hi ,

The domain of iconmedialab.com.sg is now under migration . It has changed
its DNS servers and the hosts  within this domain have changed their IP
addresses  . But  the query result from http://www.nic.net.sg/  and
http://www.aunic.net/ are different. 

The information from www.nic.net.sg reflects the new situation. 

If I use DNS servers listed in nic.net.sg query result, i.e.
sindns.iconmedialab.com.sg and  ns2.ap.concert.net to query hosts in
iconmedialab.com.sg domain, I can get correct answer. But if I use other DNS
servers to query, I  get the answers reflect the situation prior the
migration.

Why do I get different answer?
How long does it take before other DNS servers can get the new data?
