Dynamic DNS and allow updates

What would be the purpose of the following code  "allow-update { "any"; };"
in your named.conf file? Does this allow Dynamic updates for a Win2000 DNS
box? It seems that is always screw up our DNS tables and puts a bunch of
junk in our db files. Our prevous admin turned it on for one of our reverse
lookup tables and I think it might have had to do with a Win2k Vlan that we
had running.  BTW we are running our DNS server in a Solaris box with
Solaris 5.8 and using bind 8.23.
