BIND 9 syntax error near '<quoted string>'

Quote from the documentation, "3.4.1.2 Administrative Tools": "In BIND 9.1,
rndc does not yet
support all he commands of the BIND 8 ndc utility.  Additional commands will
be added in the future."
As of BIND 9.1.1rc4, the rndc.conf is limited to options, key and server
statements.
