Reverse DNS: Is it necessary?

That doesn't make any sense, if that were the case I would have done it
long long ago ... This ISP is the only one that provide cable-modem to
my neighborhood.

All I was asking for was some "official documentation" so I can show
them how wrong they are by not providing reverse lookups.
